Default E34 B10 Biturbo, Heated Fuel Tank?

I've been diagnosing a low fuel pressure issue and have traced it to a bad fuel pump (that is another story...)

While working on my fuel pump, I noticed what looks to be a heating element inside the tank.

Would this be a heater to keep the fuel warm in the winter? (not that I drive it in the winter mind you).
